Because something is wrong. We will need more information before we can offer meaningful suggestions of what you should do next.
With hundreds of thousands of files making up your Mac's OS and applications software, using Apple's troubleshooting suggestion is the best way to find out what problem must be corrected in order for your built-in iSight to work properly.
Having tried 'EVERYTHING' the troubleshooting page tells you to do, please post back the answers to the following questions:
(1) Whether your problem was EXACTLY the same with EVERY app you tested in EVERY user account you tried. If not, please give as much detail as possible about which were different.
(2) A list of EACH app that you tested in EVERY User Account you tested.
(3) A list of ALL apps that worked correctly in ANY User Account you tested.
(4) What the Apple-Authorized Service Provider told you was required to fix your Mac.
(5) Which Mac OS version you are using (you can find this info in  > About This Mac)
We will try to offer specific suggestions based on the details in your response.
